ACE y AMECAFÉ hablan acerca del robo de lotes del pasado 22 de Mayo

¿Qué sucedió el pasado 22 de Mayo?

Respecto a la columna publicada por nuestro portal el 12 de Julio del presente año, Alliance for Coffee Excellence contactó a Revista Roast México y comentó lo siguiente:

 

1. Who is responsible for the the coffee after it is delivered by the producers to compete on Cup of Excellence México, organized by Alliance for Coffee Excellence and AMECAFÉ?

¿Quién es responsable del café que entregan los productores para su participación en el concurso Cup of Excellence México, organizado por Alliance for Coffee Excellence y AMECAFÉ?

 

Darrin Daniel: Cup of Excellence is a program that is always executed in partnership with a coffee organization in-country. Certain responsibilities are spelled out in a rather detailed and lengthy contract. The coffee organization is responsible for certain aspects of the program that take place in that country; for example, the physical cupping space, the hotel for the jury, the marketing and promotion to the farmers, making sure the rules, lot size requirements and costs that are listed in the contract are well known by the farmers, hiring the auditing firm, selecting the mill and the exporter and coordinating the samples.

Normally with Cup of Excellence the farmer is responsible for moving his/her lot to one single warehouse once the sample passes pre-selection. The auditing company oversees taking samples from each lot and makes sure the lots are physically in the warehouse and that the warehouse itself is safe and secure.  In this case, there were multiple warehouses used to secure the coffee lots, which we had strictly asked to be immediately consolidated. We were not made aware of this situation until AFTER the coffees had already arrived at AMSA, the miller and exporter.

Dicha organización es responsable de ciertos aspectos del programa que tiene lugar en su propio país, por ejemplo: el espacio físico destinado a la catación, el hotel en donde se hospedará el jurado, el mercadeo y la promoción de los productores, la contratación de la compañía auditora, seleccionar el beneficio seco, el exportador y coordinar las muestras.

Normalmente, en Taza de Excelencia, el productor es responsable de llevar su lote a una sola bodega una vez que su muestra pasa la preselección. La compañía auditora supervisa que se tomen muestras de cada lote y se asegura que los lotes se encuentren, físicamente, en la bodega y que la bodega misma sea segura y confiable. En este caso, hubo múltiples bodegas que se usaron para asegurar los lotes de café, y hemos pedido terminantemente que sea sólo una. Nosotros no fuimos advertidos sobre esta situación sino hasta DESPUÉS de que los cafés llegaron a AMSA, el beneficiador en seco y exportador.

2. Which guarantee does Cup of Excellence offer to the producer for their coffee they receive?

¿Qué garantía ofrece al productor Cup of Excellence por el café que recibe?

 

DD: We guarantee that all qualifying coffees (COE and National Winners) will be auctioned to the highest bidder. The payment to the farmer must be made within 45 days after the Auction through the Bidding terms agreed upon by the in country organization and the chosen exporter.

3. How much is the commission percentage Cup of Excellence take’s and what does it stands for?

¿Cuál es la comisión que retiene Cup of Excellence por la venta y cómo se justifica? 

 

DD: ACE takes 1.5% of the gross auction commission amount- this off-sets the cost of the COE auction platform and the secondary (newly created) national winners auction platform. The rest of the commission is given to the producing country partner to offset the cost of the competition, (including some of the cupping equipment) the coordinating and quality staff, the jury’s hotel rooms, food, any farm excursions, and the awards ceremony. The commission is designed to make sure that the farmers receiving the highest prices pay the most percentage while the farmers receiving less money pay less commission. Many of our partner countries could not do Cup of Excellence without these funds coming back to them. As you know most of the donor money relating to coffee has been reduced to bare minimum so none of our partners can rely on NGO funds anymore. The program still does not often pay for itself and the in-country governments pick up the slack. With the auction prices as high as they have been this year every winning farmer is receiving multiple times what he/she would have received and will also then benefit from ongoing sales at a higher premium from the marketplace now they he/she is recognized.

 

Traducción: Alliance for Coffee Excellence toma el 1.5% del monto bruto de la subasta, esto compensa el costo de la plataforma de subasta electrónica de Taza de Excelencia y, la secundaria (recién creada) plataforma de subasta para los ganadores nacionales. La comisión está diseñada para asegurar que los productores que reciban mayores precios paguen el más alto porcentaje, mientras quienes reciben menos dinero pagan menor comisión. Muchos de nuestros socios no podrían realizar Taza de Excelencia sin recuperar estos fondos. Como saben, la mayor parte del dinero donado para café se ha reducido a un mínimo así que ninguno de nuestros socios puede depender de los fondos de ONG’s nunca más. No es común que el programa sea económicamente autosuficiente y el gobierno del país productor cubre el déficit. Con los precios en la subasta tan altos como han estado este año, cada productor ganador recibirá muchas veces lo que habría recibido de vender en el mercado local y también se beneficiará, gracias al reconocimiento de futuras ventas a mayores precios que comunes en el mercado.

4. Who’s responsible of protecting and moving the participating coffee in Cup of Excellence Mexico?

¿De quién es responsabilidad resguardar y trasladar el café participante en Cup of Excellence México?

 

DD: As mentioned above, in most other programs the farmers moves his or her lot into one bonded secure warehouse- the coffees are then milled and packed before the auction and the normal export process takes place. In this case, it would have been Amecafé’s responsibility to coordinate the movement of the lots to the mill.

5. How is the amount of money the insurance company have to pay to producers in case of loss established?

DD: We have not yet received a report from the insurance company. At the beginning of June the staff sent a compilation of the premiums by score that Mexico farmers had enjoyed in the past. Now that the auction has taken place these prices hopefully will be taken into consideration. We are aware that no insurance policy will cover the kind of prices that farmers receive from Cup of Excellence.

7. Which was the action and communication protocol of Alliance for Coffee Excellence towards the damage? 

¿Cuál fue el protocolo de acción y comunicación de Alliance for Coffee Excelence para afrontarlo?

 

DD: We notified our members immediately, we still listed the farmers that won and made sure that all of our members now and anyone visiting our site will know who these farmers are and will consider purchasing other coffees from them at a premium We created a donation page on our website- we removed all other opportunities to donate to any other ACE projects so that any charitable donations in the upcoming future will be for these farmers. Now that the Mexico auction is over we plan of strong messaging out to all past and present members so that we can raise funds for the farmers as well.  There have been other press reports.

DD: We are just now receiving the police reports. This is an ongoing investigation and as you should know if an investigation is active it is a bit difficult to get full information. 

As mentioned above- we do not know the outcome but we assume that no- the thieves have not been captured nor do they know who they are.

9. How is the responsibility of this tragedy shared among Alliance for Coffee Excellence and AMECAFÉ?

DD: Though the responsibility for the shipping of the coffees and the security of the coffee itself by AMECAFÉ, we immediately began working on a plan to share the issue and find a very fast and expeditious way to get compensation to the farmers. This is where the donation drive effort first began taking flight. Susie Spindler, our founder, suggested this to be in addition to the insurance claim as a way of providing any gap funding. We are partners who strongly feel that we need to share the responsibility, but moreso, to find a solution as partners. It does no good to point fingers during a crisis and we felt that we could work closely with AMECAFÉ to achieve the best possible outcome.

 

Traducción: A pesar de que la responsabilidad del traslado del café y la seguridad es de AMECAFÉ, nosotros inmediatamente comenzamos a trabajar en un plan para compartir el problema de una manera rápida para compensar a los productores. 10. Which actions Alliance for Coffee Excellence will take in order to prevent another theft in México?

DD: Lots will need to be secure in one warehouse as this is the best way to make sure that there is no more theft. There is always a potential for theft on the way to the port, there is potential for theft from a farm, etc.  We have learned that we may need more security in certain countries and certainly not moving the lots at night would have made them less vulnerable.

Luego de los comentarios de ACE, AMECAFÉ dio su versión de los hechos; explicó que en efecto, acorde al contrato signado como socio con el ente internacional, son responsables de todo lo que acontece con el certamen Taza de Excelencia México, incluyendo el resguardo y traslado de los lotes participantes, por lo cual se contrató un seguro cuyo valor se calculó a partir de la media entre el precio mínimo de la subasta y el costo máximo estimado dados los resultados de ediciones anteriores del certamen.

§  National winners: 10% commission for all national winner coffees regardless of auction price

--  an Extra 5% on the amount between $6.01lb and $10.00lb

--  an extra 5% on the amount above $10.01lb.

The information regarding the Cup of Excellence including the commission were all informed through the initial public announcement “Convocatoria Productores” where all these details were mentioned.

AS: Because of the size of the country, Cup of Excellence Mexico 2017 had several warehouses. The lots of the producers of the lots 5, 9, 11, 19, 20, 26, 32 and 33 based on their geographic location were moved to the warehouse based in Soledad, Etla, Oaxaca, in order to centralize the COE Mexico 2017 lots to facilitate the transfer to Veracruz in the next phase of the competition.

On the 22nd of May the lots 5, 9, 11, 19, 20, 26, 32 and 33 were transferred from Soledad Etla, Oaxaca to Córdoba, Veracruz. They were moved to be stored in the warehouse Córdoba, Veracruz as they passed the national phase of the competition.

The freight truck was stolen on the highway at the area of La Esperanza, Veracruz. The driver was mugged on the road at gunpoint and was descended from the truck. The attackers took the truck with the load. The attackers picked up the driver in another car and took him 1 hour by car until they descended him and he walked through the road until he could communicate and reported the theft.

El camión de carga fue robado en la autopista en el área de La Esperanza, Veracruz. El conductor fue encañonado y obligado a bajar del vehículo. Los atacantes tomaron el camión con la carga. El conductor fue raptado por los delincuentes y subido a otro automóvil por una hora hasta que lo abandonaron en la autopista, por donde él caminó hasta poder comunicar el hurto.

7. Which was the action and communication protocol of Alliance for Coffee Excellence towards the damage? 

¿Cuál fue el protocolo de acción y comunicación de Alliance for Coffee Excelence para afrontarlo?

 

AS: AMECAFÉ immediately reported to the authority in Nogales, Veracruz and the case was filed under the prosecution's investigation file 124/2017. AMECAFÉ also immediately informed the insurance company and filed the claim. On the same day, the producers were informed either directly or through the producer organization they belong to.

Also on the same day, AMECAFÉ informed ACE about what happened and both organizations reviewed what steps to take next.

AS: ACE and AMECAFÉ focused primarily on the communication with the producers’ organizations in order to review the steps to take. Also, ACE focused on how to communicate to their members and the information needed to provide to their members. 

ACE published, in agreement with AMECAFÉ, a statement regarding the robbery on their website to be informative about the matter.

Also AMECAFÉ asked the support of the operative established between the Security Public Secretariat (SSP in Spanish) and the ANICAFÉ (Asociación Nacional de la Industria del Café, A.C.). This operative was designed to report thefts affecting the coffee industry. This operative was headed by the Federal Police Commissioner Camilo Castagné Velasco, who unfortunately was killed on June 24th 2017 in Veracruz State. 

 

Traducción: ACE y AMECAFÉ se enfocaron principalmente en la comunicación con los productores y sus organizaciones para coordinar los pasos a seguir. Además, ACE se enfocó en cómo comunicar a sus miembros y en la información para proveerles. AMECAFÉ solicitó el apoyo del operativo establecido entre la Secretaría de Seguridad Pública (SSP) y de ANICAFÉ (Asociación Nacional de la Industria del Café, A.C.). Este operativo fue designado para reportar robos concernientes a la industria del café. Dicho operativo era encabezado por el comisionado de la policía federal Camilo Castagné Velasco, quien desafortunadamente fue asesinado el 24 de Junio del 2017 en el estado de Veracruz.

9. How is the responsibility of this tragedy shared among Alliance for Coffee Excellence and AMECAFÉ?

¿Como comparten responsabilidad sobre esta tragedia Alliance for Coffee Excellence y AMECAFÉ?

 

AS: AMECAFÉ assumes the total responsibility of paying the stolen coffees to the producers.

ACE and AMECAFÉ since the tragedy have touched base frequently in order to analyze what can be done for the producers. The intention there is to compensate fully the producers with the loss in income as well as the connection with the buyers.

The idea surged to set up a Donor Page where actors from the coffee sector could solidarize and support with a donation the coffee producers.

The agreement between AMECAFÉ and ACE has been to take the average auction price of the National and COE auction, and this will be compensated to the producers.

AS: Robbery occurs within the coffee industry unfortunately on a frequent basis. Every week in Mexico a container of coffee is stolen. 

ACE with each partner always to do their utmost best to provide the necessary guarantee and quality to the Cup of Excellence Program.

AMECAFÉ will continue to inforce security on the transportation of the coffee lots and will enhance for following years its security requirements.

ACE y cualquier socio local siempre hacen todo lo posible para proveer las garantías necesarias y calidad para el programa Taza de Excelencia. AMECAFÉ continuará reforzando la seguridad en el transporte de los lotes de café y los mejorará definitivamente los requerimientos de seguridad para los años subsecuentes.

En todo caso, AMECAFÉ ha asumido su responsabilidad total con los caficultores y su intención es compensarlos plenamente.

 

ACE nos ha informado que al día de hoy se han recaudado más de $10,000.00 USD en su página de donativos para compensar a los productores afectados y ha solicitado a AMECAFÉ compartir a la brevedad, los montos exactos que el seguro pagará a cada uno de los productores.

 

Por último, para cualquier asunto relacionado sobre este caso, ambos organismos mostraron su disposición a seguir con su colaboración al respecto.
